Cartels have been the principal target of competition/antitrust authorities worldwide. Cartels have thrived through centuries, and so have efforts by authorities to curb them. Adam Smith wrote in the Wealth of Nations (1776): “People of the same trade seldom meet together, even for merriment and diversion, but the conversation ends in a conspiracy against the public, or in some contrivance to raise prices.”
